Professor Barbara Pfeffer Billauer is an internationally recognized scholar of public health law, bioethics, and the laws of medical care, focusing on the integration of science and law and its impact on day-to-day policy and legal outcomes. She earned a B.S. (Hons.) in Biology and Science Education, a master’s degree in occupational health with a concentration in biomechanics, a law degree, and a Ph.D. in Law and Science, and holds a certificate in public health risk management. Dr. Billauer is a professor of law and bioethics in the International Program in Bioethics at the University of Porto, holds a research professorship at the Institute of World Politics in Washington, DC, and is an adjunct professor of scientific evidence at Elon University School of Law. She has lectured and published extensively, including in the Harvard Bill of Health, the American Council on Science and Health, the Greensboro News and Record, and scholarly journals and law reviews, and has written and edited seven books for lay and academic audiences. Her work is consistently reprinted in various publications, including Real Clear Science and Real Clear Health.
